Country record on a Cahokia, Illinois label located very closely to East St. Louis (and for that matter, where was located the Country Stream publishing company).
According to Wikipedia, "Cahokia is home to Galactic Imperial Garbage Processing, a waste production and distribution facility."
A waste producer myself (with moderate output however, I can assure you), I didn't think until now to find myself a pseudonym.

My guess is that R. Smith is Roger Smith whose name popped up on various labels such as Claudra, Red Bird, AFS (57), Air (59-60), Star-X and Jerome (61). All these recordings, like this release on Caveman, are song-poem recordings.
Some are attempts to rock and roll, but the results are always contrived, not preventing their inclusion on RnR compilation. See Rockin' Country Style.
Was he also the vocalist doing "Because Of You" on the budget label Prom Hit backed by the Scott Brady (a.k.a. Enoch Light) and his Orchestra in the mid-fifties? Was he recording as vocalist of a big band before WW II? Probably.
The Caveman label was located in Wolf Lake, Illinois. See ASPMA.

James David Akins, better known as "Jim Akins," the youngest of three children was born January 6th 1944 in Ste. Genevieve, Missouri. Read more Here.
His second release (of four) on Marlo Records, recorded in Memphis in the Fernwood studio with "The Bill Black Combo" and brass section arranged by Bill Justis. This record got him appearances on Russ Carter's "St. Louis Hop," at KSD-TV St. Louis Missouri and George Kline's "Dance Party," WHBQ-TV in Memphis Tennessee.
Jim Akins, often Presley-ish sounding, has been much overlooked by the music compilers. His only compiled track, according to Rockin' Country Style, is "Floating On A Cloud" which was issued in 1980 on a LP titled "The Other Kings" by Revival Records, OakPark Illinois.
